The WJCC School Board approved the appointment of two new leaders of instruction for the school division at their work session on May 2, 2017.

Jeffery Carroll, Ph.D, and Scott Thorpe were each named as Assistant Superintendents of School Leadership, effective June 19, 2017. Currently, Carroll serves as principal of Warhill High School, and Thorpe is the director of accountability and special programs.

These positions were created by the division’s superintendent, Olwen E. Herron, Ed.D., to provide schools with direct support and to develop a more cohesive instructional program. Each assistant superintendent will focus on the continuous improvement of schools and will work to ensure that every student has the tools they need to be successful in school.

“After considering a strong pool of internal and external candidates, Dr. Carroll and Mr. Thorpe distinguished themselves as the right people to move the division forward,” Dr. Herron said. “Each brings a wealth of experience and knowledge of instruction to these positions, and I am certain they will provide invaluable support to our schools to help us meet the instructional goals of the division’s strategic plan.”

Carroll and Thorpe will direct the delivery of effective, innovative and equitable instruction and will focus on sustaining optimum climates for learning at every assigned school. They also will mentor school leaders, oversee school budgets and school staffing allocations, and will collaborate with division staff to evaluate programs, services and practices.

Carroll earned a Ph.D. in Educational Leadership and Policy Studies from Virginia Polytechnic Institute and State University, a master’s degree in Educational Leadership, Foundations and Policy from the University of Virginia, and a bachelor’s degree in Soviet and East European Studies from Yale University.

Thorpe earned a master’s degree in Education Administration and Supervision from Salisbury University and a bachelor’s degree from Shippensburg University.

Carroll has served as principal of Warhill High School since 2013. After teaching for 10 years, Carroll has served in school leadership positions for 15 years as an assistant principal and principal at the elementary, middle and high school levels.

Thorpe has served as director of accountability and special programs since 2015. After teaching for five years, Thorpe has served over 10 years as a principal at elementary schools in Maryland, Henrico County, Virginia and in WJCC Schools. Thorpe was principal of Matthew Whaley Elementary from 2011-13.
